Sourcing Management for PA Department of General Services, Following a successful engagement as a sub-consultant for BearingPoint delivering training and project management, Dering Consulting was requested by PA Department of General Services, Bureau of Procurement, to evaluate its new procurement sourcing model and develop and deliver a customized training course to support its implementation.

Most Commonwealth sourcing activities (IFB’s, RFP’s, ITQ’s, or other major solicitations) are procurement projects with varying degrees of complexity and duration that require coordination across many Agencies and functional areas.

DCG, in collaboration with DGS leadership, developed a targeted course customized specifically for DGS BOP. This course was designed to emphasize the principles, tools, techniques, and templates for managing detailed and flexible project plans for BOP sourcing projects, and integrate a project-focused working approach with the use of the model, enabling consistency in sourcing and tracking of solicitations.

The course provided effective concepts and techniques and a specific sourcing template to enable the Bureau to be more effective in leading sourcing projects.

The benefits to DGS and the Commonwealth were an increase levels of service to customers, and improved value of shared services across the Commonwealth through professionalism in managing sourcing projects.
